For too long, the people most affected by the government’s policies haven’t been heard, but that’s changing.
My Care Counts is dedicated to raising awareness of proposed changes to Medicaid and the ACA, introducing people to administrative advocacy, and providing the opportunity to submit comments.

How Does Administrative Advocacy Impact Policy?
The federal government’s activities on health care impact everyone’s lives, and little changes can have huge impacts. But outside of a small circle of health care insiders, few people know that they can influence health care policy.
- Each time a federal agency decides how it is going to operate government programs, it has to ask the public for input.
- The federal government can issue regulations about new laws or can change regulations already in place.
- The federal government has to consider all the comments submitted during a public comment period.
- All comments submitted during the public comment period become part of the “administrative record.”
- You can discuss the personal experiences of you, family, friends, or your work experience.
About the Campaign
The National Health Law Program (NHeLP) has launched My Care Counts as a way to engage the public in administrative advocacy in order to protect and expand health rights across the United States. This project will allow NHeLP and our partners to expand our engagement at the federal level through administrative advocacy efforts related to Medicaid and the Affordable Care Act. We are proud to partner with the Center on Budget and Policy Priorities, the Georgetown University Center for Children and Families, the National Center for Lesbian Rights, and The Arc.
